com/SUMMARYThe GIS Specialist is responsible for updating the Cooperative's geographic information system and engineering analysis model and providing mapping solutions and reports for cooperative needs.
ESSENTIAL DUTIES AND RESPONSIBILITIES may vary based on level of position may also include other duties as assigned.
Updates the geographic information system (GIS) and engineering analysis model to reflect corrections or changes made to the electrical system.
Updates proposed project details within the GIS (for construction, engineering, etc.
)Edits current GIS and engineering model as directed to ensure locational accuracy and alignment with basemap.
Produces maps, diagrams, and reports as requested for field operations or UEC staff.
Exports data from company systems (Financial, Outage Management, Customer Information/Billing, and Engineering Analysis) as needed for reports and mapping products.
Tests updates to current GIS systems and reports issues.
Consults with users to provide asset information to end users in various formats (paper, web, mobile), GIS analysis, and presentation of reports.
Develops and maintains mapping solutions for easements, vegetation management, and electrical system inspection, testing, and maintenance.
Develops maps to support acquisition of new easements and information.
Identifies business needs and works with the GIS Administrator to implement database schema changes, versioning requirements, access requirements, quality control procedures, and database performance improvements.
Develops and supports implementation of up-to-date, user-appropriate solutions for optimizing field data collection, viewing, validation, and design of web maps and applications.
Responsible for maintaining accurate and current GIS data and engineering analysis models, including all pertinent data on electrical distribution system and essential base map Ensures that service, work order, and business processes are properly maintained and associated data are entered into the GIS, engineering analysis, and other data modelsJOB DUTIES may vary based on level of position and may also include other duties as assigned.
May be asked to assist and train technical and non-technical end users of GIS in the cooperative's mapping solutions.
Undertakes field work as needed to verify and update Cooperative GIS and engineering data.
Reports technical issues with GIS database and systems to the GIS Administrator and IT Department.
Occasionally runs engineering analysis models, reports errors or invalid outputs, and presents results.
Recommends processes to automate or otherwise improve data collection, integration and presentation.
Complies with Cooperative GIS database and product backup protocols.
Maintains proficiency in understanding the relationship of GIS and other company systems such as Financial, Outage Management, Customer Information/Billing, and Engineering Analysis.
Maintains up-to-date knowledge of technology and GIS functionality.
May be asked to participate in local professional group meetings, online professional listservs, stays abreast of new trends and innovations in the field of GIS, database design, and related hardware/software.
Focuses with detail and accuracy on quality in all aspects of the job.
Acquires and maintains thorough knowledge and familiarity with electric distribution system components and their functions, the National Electric Safety Code, and standard RUS assemblies.
May be asked to develop protocols as needed to ensure model quality.
May be asked to assist the GIS Administrator with updating the full-process mapping solution for the Cooperative's GIS needs that will ensure safe, reliable, and efficient utility operations both daily and during emergencies.
This includes designing and implementing GIS software and hardware improvements in a team environment, base data sourcing, and testing updates to the current system.
Works with Cooperative departments to meet GIS needs.
Works collaboratively in a team environment with a spirit of cooperation.
Conducts themselves in a manner that reflects well on UEC and contributes to harmonious relations with members and the general public.

SUPERVISOR RESPONSIBILITYGIS Specialist I & GIS Specialist II:
This position has no supervisory responsibilities.
GIS Specialist III:
Supervision of the GIS Specialist I & II is the responsibility of this position.
Main aspects of this supervision include ensuring GIS data quality, coordinating set up of the software and hardware GIS environment, and developing the Cooperative GIS plans and protocols that direct the GIS Specialist tasks.

Associates degree from two-year school in related field or equivalent combination of education, experience and/or training.
GIS Specialist III:
Bachelor's degree from four-year school in related field or equivalent combination of education, experience and/or training.
Experience:
GIS Specialist I:
No experience required.
GIS Specialist II:
Four (4) years of related experience or equivalent combination of education, experience and/or training.
GIS Specialist III:
Six (6) years of related experience or equivalent combination of education, experience and/or training.

GIS Specialist III:
Excellent verbal and written communication skills.
Ability to read, analyze, and interpret common technical descriptions/instructions, work or service orders, and legal documents.
Ability to respond to common communications from colleagues, regulatory agencies, or members of the Cooperative or business community.
Ability to effectively present information to colleagues, management, the public, and/or boards of directors.
Familiarity with electrical utility systems or networks is preferred but not required.
Ability to comprehend and apply principles of advanced calculus, modern algebra, and spatial statistics.
Ability to work with concepts such as buffers, network connectivity and flow, query structures, and measurements related to various coordinate systems.
Highly proficient in computer technology; adapts and embraces new devices, software applications and technology processes.
Must have experience with server operations and/or database management software.
Has advanced computer skills in such fields as GIS, graphic design, electric system design, statistics and/or web-based training.
Familiarity with GIS server administration, web mapping services, mobile mapping solutions, modeling/scripting, and working with multiple data formats is preferred.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
