Umatilla Electric Cooperative is headquartered in Hermiston, Oregon (population 18,000+), the largest and fastest-growing city in Eastern Oregon.

SUMMARYThe Procurement Specialist is required to request bids and quotations, prepare and issue purchase orders for stock and non-stock materials, equipment, professional services, and services ensuring compliance as required to meet the business needs of the overall organization; make purchases in accordance with Cooperatives requirements and processes, state and federal laws, and within delegated purchase authority.
This position will review all purchase requisitions, establish prices and deliveries, and select vendors.
May be asked to lead and coordinate activities within the department at the request of the Materials Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES may include other duties as assigned.
Support procurement processes such as bids and quotations, prepare and issue purchase orders for inventory stock and non-stock material, professional services, by ensuring documents are processed within approved guidelines, standards, and specifications in accordance to state and federal laws.
Prioritize and review requisitions, processing in accordance with approved guidelines, standards, and specifications; and by acting as the point of contact for employees regarding requisition compliance, process or assistance.
Ensure optimal inventory management practices and coordination within purchasing and inventory processes by communicating on a daily basis with Operations, Engineering and UEC employees; and by proactively identifying system or process issues.
Manage and develop vendor and material resources to support cost effective procurement by selecting vendors and monitoring vendor performance; utilizing current vendors, sourcing potential new vendors and materials which meet business requirements, monitoring impacts to the supply chain which may affect project needs; and communicating new information to the Materials Administrator as applicable.
Ensure timely receipt of materials, supplies and equipment ordered by expediting; reviewing and verifying outstanding purchase orders; proactively coordinating and communicating delivery dates with requestors; and by facilitating procurement alternatives when required to meet business needs.

Support the efficient operation of the procurement process by initiating reports to maintain accuracy in tracking contracts and ensure compliance with the cooperative's record retention program.
Understand and adhere to compliance requirements for this position that include laws, regulations, security guidelines, and UEC Procurement policies and procedures.
Experience in managing procurement projects, coordinating with cross-functional teams, and delivering projects within specified timelines.
Coordinate different aspects of the contracting process, including contract closeouts, surplus, department P-card reconciliation backup, and assistance with additional contract administration as needed within the procurement department.
Reviews purchase order terms and conditions and procurement agreements to ensure conformance to company policy, and applicable lender, federal, and state regulations.
Participates actively in the Standards Committee.
Maintains punctual, regular, and predictable attendance.
Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace.
Conducts themselves in a manner that reflects well on UEC and contributes to harmonious relations with members and the general public.
Respectfully takes direction from supervisor and/or manager.
A valid driver's license is required for occasional business travel.

REQUIRED QUALIFICATIONS (EDUCATION and/or EXPERIENCE):
Education:
Bachelor's degree in Business Administration, Management or other related discipline.
Experience:
Two (2) to Five (5) years of experience with utility materials, procurement, and vendors; or an equivalent combination of education and experience.
PREFERRED QUALIFICATIONS (EXPERIENCE and/or CERTIFICATIONS):
Previous experience in a similar environment within the utility industry is strongly preferred.
Ability to establish and maintain effective working relationships, adapt rapidly to changing conditions and/or customer needs.
Ability to write routine reports and correspondence.
Ability to speak effectively before small groups of employees in informal meetings.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
Exceptional computer skills.
Must be adept at using various applications including databases, spreadsheets, report writing, project management, graphics, word processing, presentation creation/editing, communication by e-mail, and use scheduling software.
Experience with data analysis, financial analysis, and the use of procurement software and tools.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to define problems, collect data, establish facts, and draw conclusions.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
